If the money is ever refunded to me, I shall refuse to make personal use of it, but if the Smithsonian cares to add it to the appropriation for the building, it may do so at its own pleasure. I consider both the assessment and collection of the tax an action on the part of the Treasury Department characteristic of the present administration. 

As soon as I learn the name of the two Japanese picture mounters, the steamer on which they will sail, and port of arrival, I will inform you so that their landing in America may not be prevented. Accept, please, my thanks for having already taken up this matter in my behalf with the Bureau of
