I have the honor to transmit herewith "Reports" appertaining to the Bureau of R.F and A.L. and which are required of me for the month of April 1866.

In addition to it I would only state that as the present month has been a rather favorable month for the growing crops, there has been sufficient occassion to observe and find out how the freedpeople act and I am glad to be able to report that in general they are doing well and much better then many expected and if they only continue to do so, will not only meet all expectations, but also defy the predictions of many croakers.
