The blank monthly returns and your circular of the 15th Inst. are rec'd

In regard to the filling up of the above mentioned returns, I can only say that I have nothing to fill them with. There being no abandoned lands within this Sub. District. Nor any Freedmen at work on any public institution unless they are hired by U.S. officers and paid as day laborers. There can be no rations issued as there has not been commissary stores enough at this Post to feed the few soldiers that garrison &c. 

I can not state the location or boundary of the sub district as my orders make no mention of any bounds or limits to my field of operations.  The only building that I know of at present, that has ever been held or occupied by the so-called Confederate Government is the Iron Foundry and that being in possession of an officer appointed by Gov Hamilton I did not know as I had any right to claim it.
