I have the honor to make the following report for Such use at your Headquarters as is deemed advisable.
Wm. D. Man a citizen of Baton Rouge formerly a member of Congress and a man of apparent intelligence and truthfulness told me, on the night of the 27th inst he was accidently compelled to put up at the St Charles Hotel Room No. 224 where he found a man of apparent intelligence from Texas named John L. Porter who seeing him dressed in the universal "Grey" was taken into confidence at once and talked of our people our plans and said they in Texas intended to make the negro work for them and flog them as usual and those that claimed to be free or wanted wages would be quietly put out of the way
