order good feelings between all law abiding citizens and the Government and authorities of the United States and mutually beneficial to the colored and the white race we most respectfully ask your candid consideration and action upon this to us important, subject.
And we would most respectfully recommend our fellow citizen R.H. Bellamy as a man every way suitable for a Provost Marshall and most respectfully ask that he be appointed and clothed with authority and power to carry out in good faith the views of the government of the United States on this behalf Carthage Texas December the 9th AD 1865
