Dear Sir
I have been detained here till this morning for the up train and it has occurred to me that I may serve the planters a well as myself in my neighborhood by drawing their contracts for the coming year and submitting them to you for your inspection and approval. If contracts are early made it may have a happy effect in keeping the negroes at home and prevent the dreaded de moralization at Christmas.
To enable me to draw their contracts properly it will be necessary for me to have an outline of your form of operating and if you have no printed circulars will you have the kindness to make synopses of the leading features embrace in your policy for the State or this part of it at least. I understand you to say you would approve contracts made
