Information has reached me from various sources that you had sent out instructions to the "Chief Justices" of the various Counties in this State, this is why I solicit an Answer from you at your earliest convenience.

No Blk child can be apprenticed or bound by the parents or by chief justice or other officer at present  Arrangements will be made as soon as can be to care for these cases but cannot at present appoint citizen agents.

No money to pay thru May  We able soon should Congress appropriate funds which we suppose they will
No contracts will be Approved by any but my agents
