Many rumors reach me of outrages perpetrated by citizens upon colored people, but nothing has been presented in a reliable shape - Such rumors call for investigation; and until the Freedman's bureau can be brought into effective operation, you must have such cases, occurring in your district, looked into, and if necessary the parties concerned arrested.  Whether such cases should be tried by a Mil'y Com'r or turned over to the civil authorities, where such exist, has not been fully decided upon; and any arrests of this character should therefore be promptly reported to these Hd Qu for instructions.
