In accordance with "Circular Letter," from Head Quarters Bureau RF & A.L, Galveston dated December 27th 1865 I have the honor to forward herewith, the retained copies of contracts, approved by me, and also a report of what has been done during my administration, for the welfare of the Freedmen, and for the full development of the agricultural resources of the county

Eleven schools have been established, with houses capacious enough for church purposes, and White Teachers and Preachers employed, with but a trifling expense to the Freedmen, none to the Bureau; but chiefly to the Planters; and everything is being done for the moral and mental harmony of the Freedmen and Women, Permits for the establishment of many other schools, have been applied for; but the difficulty in procuring Teachers prevents complete success, in educational facilities. 
Settlements have been made with ninety three (93) planters, and nearly two thousand Freedmen and Women, the Planters cordially concurring with me, in claiming payments for the Freedmen, from the 19th June 1865, instead of from date of contract, and settlements were made accordingly; the utmost harmony and good will prevailing; and the Freedmen have recontracted for the present year, with their employees of the rent, and with their former masters, the number of contracts appeared up to date, is one hundred and ninety six (196) and the number of employees embraced in those
