Respectfully returned to Dept. Hd. Qrs. Capt. Wallace is now on duty as Judge Advocate of the Military Commission convened in S.O. No. 42 C.S. from these Hd. Qrs. and cannot well be spared. The discipline and efficiency of the command has been already much impaired by detaching so many of its officers. If another officer is to be assigned to the Freedmen's Bureau it would be much better to take some other, as Capt. Wallace is the only officer who has had any experience as Judge Advocate
