I have the honor to address you the following communication, have I the authority when I wish citizens or Freedmen arrested and brought before me for trial, to demand of Capt Bradford soldiers for the purpose or have I the right to demand of him a guard for Freedmen, when in my judgement they need protection. Capt Bradford is of the impression that when arrests are to be made, I should go with the soldiers I differ with him, as I have not the time to spare from my official duties for that purpose. To state a case in point in regard to the protection of Freedmen some ten days ago, I dissolved the contract of a Freedman with his Employer, the Freedman had to return for his own and family, clothing, he made affidavit before me that it was not safe for him to return unprotected, on account of prejudice against him (which I believe to be unjust from an investigation of his case) I requested Capt Bradford to furnish a guard to go with him. he said he did not think it
