Being desirous to do nothing. that could be countersued into a purpose to the offensive in any way to the Authorities I was endeavoring to assist as an officer of the Provisional Government - I invited capt. Gallio Fairman (who at that time represented the United States in our town) -. to be present in my court room and witness the investigation. He very politely attended - and did not object to any thing - but rather impressed me with the belief that he thought my action in the matter both just and humane. I did not think the mother competent or fit to raise and provide for these children and  in good conscience putting all the circmstances together, adjusted Col Ryan to be the proper person 
After the interview I had with in this [[?]] in which you politely assured me that you would not disturb the cases I had acted upon and received my pledge not to proceed any farther in my course until I heard from you on the subject -  I did not hesitate  to assure the persons to whom I had bound these children - that they would not be annoyed - for that Genl. It is from a  misapprehension of the refinements of the English language that Col. Ryan fell into the error of saying that Genl. Gregory had indorsed any thing. He could n only have meant to say that the authority by which he held these children would be
