Yours by Commercial Express, dated Galveston Dec 27th, 1865, Containing Commssn &c to hand. Contents noted.

I had previously received, through Capt. Chubb another of the same date containing blank forms (Circulars) &c. Coupling both together they contain sufficient data to enable me to proceed, but not effectively. As I understand them they are more for my guidance than for the use of my office.

The few blank contracts (forms of) are of little or no use, most of the actual contracts made or about to be made, will be for a share of the crop, or crops, and the effort made by the party of the 1st part to proceed will be such as will force me to cause to be drawn the whole body of the contracts, in most cases in writing. I wrote you on the 15th Inst, rather unintelligably, having nothing before me but a few blank circulars, and my name in one of them having been appointed Sub Asst Commissioner,

With the necessary material and means, such as I can immagine are absolutely necessary, and allways furnished, Stationary,
