General

We have the honor to call your attention to the following report in regard to outrages said to be committed upon Freedmen in Houston, by soldiers belonging to the different commands now stationed here.

From the time when we first entered upon our duties as Sub Assistant Commissioners at this place, until within a few days, complaints were made almost daily by Freedmen of assaults and robberies, committed upon their persons by men dressed in United States Uniforms. In most of these cases, the guilty parties escaped, on account of the difficulty experienced in identifying them. A few however have been
