to state that the President had issued his proclamation as commander in chief of the Army of the United States annulled the registration laws of Congress, enfranchised every man North and South, Dispensed with Military Districts, Bureau's etc. etc. and all other partisan measures of congress.  A day or two after this there was a political meeting in Jasper, immediately after the speaking was one Wm Smith  Sheriff of Jasper Co. Texas stabbed Tony Grant S.M.C. between the fourth and fifth rib causing immediate death I had M Smith arrested immediately, he continued under arrest three days during which time parties hurrahed for the Confederacy.  Jeff Davis etc. and swore that Smith must be released or that they there would be bloodshed.  I sent for Bvt. Maj Sanger U.S.A. Comdg Post of Woodville Texas immediately
