In reference to a communication addressed by Col. Sinclair Inspt. &c to Lt. J.T. Kirkman A.A.A. Genl. &c. bearing date of the 7th June, relative to certain "Freedmen," therein named, & confined in the Jail of this County, and refered to me for "investigation and information."  I would respectfully submit, that I applied to the Hon'l James Love Judge of the Criminal Court for this County _ for a "writ" of "Habeus Corpus" in behalf of Steve Robertson one of the Freedmen named in said communication asking that he inquire into the cause of his detention, and open a hearing of the cause, to release said Steve Robertson from further imprisonment, which he (Judge Love) declined doing, assigning as his reason that he had no jurisdiction over the said prisoner his Court having been created by an act of the Legislature.  Since the arrest and confinement of the said Steve Robertson.  That he had been confined by an order of the District Court for this county, that the act creating his Court pointed out distinctly in which way he could assume jurisdiction in such cases, and until such time as the the prisoners were transferred
