The S. A. C. of Trinity County would Respectfully Report to Head Quarters, that in accordance with Instructions from Head Quarters endorsed upon said Complaint of J. W. Burns, Complainant dated Galveston Texas, 4th September AD 1867. He has proceeded to Summon the Defendants Before him and Investigate the Complaint of the Said J. W. Burns And after a Carefull investigation of all the facts and Circumstances in the Case and the Testimony which is herewith enclosed I find that there was Clearley in Combination between Ed. Vanzant, William Tullas, Wiloby Tullas Valentine Ashworth William Miligan and [[strikethrough]] Mariah Tullas [[/strikethrough]] to Robb and Swindle J. W. Burns, by making false charges against him and thus frighten him into an acqiuessence in the Robery, and I further find that they made use of James Thomas and the Said JD Foster the acting justice of the Peace in Beat No.  in the County as tools and apparentley Willing. Ones for the purpose of the more effectually accomplishing their designes, and for which offense I have assessed upon them jointley a fine of one thousand Dollars, for the use and Benefit of Said Burns
I further find that the Said JD Foster Illegally Commited the Said J.W. Burns. Without any Proof and required excessive and unlawfull Bail and Illegally Issued an attachment against the Said Burns property Without Affidavit Bonds and Security as required by Law and that By Virtue and reason of the Said J.D. Fosters
