Respectfully returned, with the information that upon enquiry I learn that Mr Langville's statements as to his loyalty are correct: as far as my informants know, he was a Union Man during the War. From what I can learn of his business qualifications, I would scarcely feel justified in reccommending that he be appointed a Sub Asst Comr, but think he could fill the position of Clerk. I forwarded to the Asst Comr some days ago two letters of recommendation handed to me by Mr. L.
