Respectfully referred to Lt A.H.M. Taylor A A A Genl Dist of Texas for the information of Dist Comd.
Capt. Sangster of the city police was informed of the [[?]] occurance by a freedman shortly after it took place & he told Mr. Halley another member of the police at the Hd. Qrs. of the city Marshall, but nothing was done in the matter, this was previous to the departure of the "S.S. Harris" upon with Finn left for Indianola. M Cumber is still supposed to be in the city, is an engineer, but he is not ascertained to be upon any vessel at present; Today a freedman made a formal complaint before the proper civil officer against M Cumber & Finn.
I would respectfully ask that measure be taken to secure-

the arrest of the man Finn upon the return of the "S.S. Harris" from Indianola.
He is described as being a rather small man with sandy hair and reddish moustache.
