I have the honor to return herewith your endorsement on my communication of Aug 26th 1867.

My attention being called to the extra ordinary endorsement of Lieut Chas. Garretson A.A.Q.M. & D.O. of the 13th Sept. which if made by an officer of experience and character would cause me to request an official investigation of my conduct

I now deliberately assert what can be fully shown by a thorough investigation that the whole and sole cause of any delay in the forwarding of reports and returns from this office, except in the irregularity of the mails, has been caused by the neglect if not the incompetency of Lieut Garretson A.A.Q.M. & D.O.

I repeatedly made efforts to obtain stationery in kind from his office, but failing I was either obliged to purchase the stationery or stop the business of the office.  I was perfectly aware that any expenditure incurred must be authorized by the Asst. Com. before they could be paid, but I might as well have closed the office to wait for authority to purchase as to wait for the stationery in kind.
