forwarded with the request that the authority might be obtained which request, it was confidently anticipated would under the circumstances be complied with, Lieut G refused to make payment for the purely technical reason that the authority had not been obtained before the purchase was made and thus far not a single Bureau voucher has been paid since this office was established in March last.

As an evidence of Lieut G's neglect I enclose herewith a copy of an endorsement on a communication from this office by Gen Doubleday to whom it had been referred.

My request for authority to rent an office written & forwarded March 26th was found in Lieut G's office by Doubleday as late as May 24th.  I cannot now comply with your endorsement nor make other returns due from this office for want of the blanks, and my records furnished abundant evidence of my efforts to obtain them from Lt. G.

The papers returned here from his office for correction were corrected and returned immediately upon their receipt. Some of them were over two months in reaching here from Galveston.  For a long time I was obliged to get my Galveston mail in the best way I could from Palestine forty miles distant.

I respectfully request that this communication may receive the personal consideration of the Assistant Com'r.
