Sir, 
I have the honor to submit the following changes on which I tried Henry G. Parker freedman on the 18th day of May 1867 When satisfactory evidence was adduced to show that he was guilty of the most important of the Charges, if not of every one of them; but on the written request of several responsible Citizens, I released him for thirty days in order to give him time to refund the money he had fraudulently obtained from the freedmen; it being my duty and desire to benefit them in every possible manner.  I took that course, believing it to be the only possible manner in which the money advanced, could be regained, as he had neither money or property in his own name.

The charges are as follows.

I.  He made public speeches, condemnatory of the Freedmans
