VIII. He swindled the freedmen by having his own name placed in all the Title papers, with the other freedmen, without contributing one dollar of the purchase money.

IX. He had these land purchase made in every instance from leading rebels, taking Warrantee Deed, and Giving Trust Mortgages, which would enable these rebels to sell the land in default of any subsequent payment thus robbing the freedmen of the fruits of their labor.

X. It is reasonable to suppose that there was a collusion between these Rebels and Parker, He doing the roping, and they dividing the spoils.

After he had a fair hearing, and it was perfectly evident that he was guilty, I received the following copy of a communication from two responsible citizens - who being thoroughly acquainted with Parker and his transactions had been called in at the investigation -
