5. Remarks.  This School is entirely under control of the Board of Education of the city of Wheeling, and is supported from the public School fund, and is conducted on the same plan as the schools for white youth. The school law of the city provides that colored youth shall have same facilities for education as the white youth.
The entire cost of the School premises about $2500.
