The above reports that a portion of the work connected with the elevation of the freed-people for which the building on corner of 22d & I has been set apart Gen- Howard to Mr Turney as directed. by Mrs Turney

I believe the top of this should be re-done. It is ripped but we know what the form says so just use from previous pages and acknowledge the rip. Different transcriber: I could not find another "[ED. FORM, NO. 4]" within this set, so we don't know exactly what the form says.
