VII. Second Lieutenant Alfred F. Manning, V.R.C. is hereby relieved from duty as Sub-Assistant Commissioner of this Bureau at Waco, Texas, and is assigned as Sub-Assistant Commissioner at Dallas, Dallas County, Texas.

He will turn over the records &c., pertaining to his office at Waco to the Commanding Officer of that Post, after which he will proceed to his new station, and at once assume the duties of his office.

Lieutenant Phineas Stevens, 35th U.S. Infantry, Superintendent of Schools, Bureau Refugees, Freedmen and Abandoned Lands, State of Texas, will proceed to Houston Hempstead and Richmond, Texas, upon matters pertaining to schools at those points, upon the completion of which he will return to these Headquarters.

The Quartermaster's Department will furnish the necessary transportation.

I. The Sub-Assistant Commissioner of this Bureau Houston, Texas, is hereby authorized to purchase, if found necessary, for use in his office one ton of coal per month, during the months of February, March and April, 1867; also, the necessary oil for use in office lamps.

II. The Sub-Assistant Commissioner of this Bureau at Brenham, Texas, is hereby authorized to employ a clerk at a salary of sixty dollars per month, during the months of February, March and April, 1867.

III. Paragraph 4, Special Orders No 144, series of 1866. from these Headquarters, authorizing Captain S. C. Sloan, Sub Assistant Commissioner of this Bureau at Millican, Texas, to employ a clerk in his office for the months of December 1866 and January 1867. is hereby so amended as to include the month of February 1867.
