In obedience to instructions per Circular Letter dated Galveston Texas Decr 31/66 I have the honor to submit the following report. I arrived at the post on the 27th Oct 1866 & at once entered upon the duties of Sub Asst Comr, since I have been here 4 Cases of Shooting Freedmen by white persons, have come under my notice, in two of these cases the assailants have (through my interferences) been arrested by the Civil Authorities & bound over to the next term of the District courts, $3000 being the Amt of bale [[bail]] in the one case & in the other $200- In one case of Shooting, the name of the Assailant being McCally, the man made his escape, notwithstanding that I got a guard from the County Officer of the Post & made every effort possible to arrest him. In another case of Shooting, the name of the assailant being "Kay" -- the Freedman who-- he shot reported the matter to me in about a month after it occurd, the man "Kay" found out in some way that it had been reported to me, & I cannot doubt he bribed the Freedman, as in two days after the Freedman had told me most positively that "Kay" was the man who done it, both the Freedman & "Kay" came to my office together & the Freedman then flatly denied what he had told me
