In obedience to, Circular letter, from your Head Quarters, dated Galveston, Decbr. 31st. 1866. I have the honor to forward the following report:

Since my last report (Septbr. 1866) no criminal offences were committed against freedmen in this district; that have come to the knowledge of myself or the civil Magistrate of this town; with the exception of the murder of Joseph Hays, in Jackson Co. of which I have also forwarded my report.

The most important of Civil actions, before the District Court - freedmen Defendant - were Adison for killing his mother; died in prison. Levi Barnes, Horsestealing, 5 years Penitentiary; Strother Horsestealing acquitted; Thomas Horsestealing, suit continued, John Hoff "a Joe Scott" theft, Continued, Dick Green, Nat Linn, Bill Henner, Theft, Bonds given for $100 00/100 in each case, Franklin Smith & William Stanley
