To me, in assisting me in the performance of my duties; I am of the opinion, that Justice will be shewn to the freedpeople by those who are now in Office, yet I cannot state this as a fact, from the reason that there have not as yet been any actions taken in this (Co) Court since I have assumed my duties.

2d  As to the disposition and feeling of the white people in this section towards the freedpeople I have the honor to state that I have found invariably in every case that the planters or the best part of the Community are disposed to treat them well, understanding that it is for their own interest so to do; in one section of the Co. however I have discovered the following fraud being perpetrated: to wit: "Some parties who had succeeded year before last by refusing to make settlements
