by the Agent of the Bureau and that the Agent cannot approve of it till he reads the same to them, and knowing well that he will not read to them anything that it is not mentioned in the Contract they are again beginning to enter into Contracts feeling confident that they will not be swindled this year; and, if, in my opinion, the end of the year verifies their confidence, there will not be any difficulty to have them enter into contracts. I will also state that this is not the only cause of their being dilatory, but that, the planters of this Co are to blame and have therefore no cause to grumble, for they must blame themselves Ex Gratia: They will run to one another and say don't give more than the 1/4 or don't give more than this etc, and will immediately afterwards hire a F.M.
