I have the honor to forward herewith, my monthly report, as directed by Circular letter from your H.Q. dated Galveston Decbr 31st 1866. 

I have entered upon my Official duties at this place on the 26th ult having relieved Capt. S. Sloan 114th U.S.C.T. who was not prepared, to turn over his official records, till that date, and I had therefore but little opportunity of getting acquainted, with the white or collored population, of this section of the state, and their feelings towards each other. 

The freed people at this place, have build a small loghouse, which is used as a schoolhouse and is not large enough to seat 50 children comfortable. The school was attended by less than 30 children last month, which by a population of nearly 1000 freed people, is certainly not more than 1-4 of the children, between 6 and 14 years
