white people of this district to learn and admit that the freed people are Men and Women, and are entitled to equal rights and privileges with themselves.

Education
The people have not as yet manifested any interest in the education of the Negro; nor have the Civil authorities taken any measures to advance that cause.  The freed people themselves seem to be much interested in the matter as evidences by the number of scholars in attendance upon the schools. (Sec Seachens School reports)  There have been during the month four schools in operation under the auspices of the Bureau with seven teachers actively employed, and an average daily attendance of 479 pupils - total number of pupils enrolled 747.  Sunday Schools 96 adults and 478 children.  Early in the month a church in which one of the Schools was held was burned, and since that time the School has been discontinued for want of a suitable building in which to hold them, the School will however be reopened in a few days.

Official Business Transacted
The official business transacted in my office during the month has been of a like nature = with the exception of approving contracts = with that done in January and about equal in amount.
