the month, several cases of indigent orphan children, too young to earn a support and whose relations are too poor to provide for them.  There is no provision made by the Civil Authorities for the care of such; they are too young to be apprenticed and unless provided for in some way will undoubtedly perish.  I would respectfully suggest for the consideration of the Brt Major Genl Apt Conner, the idea of establishing at this point or in Galveston a "Home for destitute orphans" under the care of a competent person employed by the Bureau.

Health of Freed People
The health of the freed people in this City is generally good, though relatively not so good as among the white population, just now the Small Pox is prevailing amongst them to a considerable extent and their being crowded together as they generally are in all sorts of hovels, tends to spread the disease.  The City Authorities have established a pest house and taken charge of all the cases, but have asked assistance of the Bureau.  They desire to get possession of the building recently used as a hospital here and I referred the matter verbally, through to Geo Taylor, Medical director, to the Apt.
