in Public Roads is now being enforced, as far as I learn, none but freedmen are working on the same, and then they are made to work on Saturdays which days the contracts generally give them to work their small patches of land the freedmen have in some instances refused to work on the roads, wherefore I have read to them and explained the act Page 197, state legislative acts passed last session.

7th The Freedpeople as a class are working in this District for a portion of the crop the majority for the one third in some instances for the half. 

I have the honor to respectfully suggest, that, it would be a great benefit and would tend greatly towards elevating and improving the condition of, and towards assisting the freedmen here to become good citizens, to send a good school teacher to this place.
