Official Business Transaction

The business transaction in this office during the past month, has been of a like nature to that mentioned in my last report making out and forwarding to headquarters the necessary reports as called for in the several circulars from those examining and approving contracts and settling claims of freedmen against planters, some due since 1865. Settled by letter.

Many of the planters in this district have not as of yet filed contracts in this office for 1867. Having secured their labor under verbal agreement, they choose to wait until the planting season is over before drawing up the articles in writing. 
The difficulties I labor under in performing my duties are, principally those attending my efforts in tracking the freedpeople the sacredness of the marriage contract and in trying
