I have the honor to report the business of the office for the month of April as follows: 

The principal business has been settling last years accounts - assisting freedmen in making contracts - & visiting plantations -

The freedmen are working well & the crops look promising, but there is a very great need of more laborers. Men can get $13 & women $10. per. mo. specie - also rations, fuel & quarters. Treatment is almost without exception good, but I am sorry to say there is some disposition to cheat by trading, making advances &c - which gives the Agent much trouble - The cotton & corn crop will be much larger than last year. 

The civil law is badly administered - I am constantly engaged rescuing Freedmen from its clutches for petty offences while serious offences are postponed and the offenders get every advantage by the delay.
