Office Sub. Asst. Com. B.R.F.+A.L.
Columbia, June. 30. 1867

Lieut. J. T. Kirkman.

Act. Asst Adj. Gen. B.R.F. + A. L.
Galveston. Texas

Sir.

I have the honor to submit herewith for the information of the Assistant Commissioner State of Texas, the following report for the month of June 1867.

There have been no criminal cases of any kind brought under my notice, during the past month, in which freedpeople were a party.
The majority of the whitepeople in this Sub District, are acting in a manner to gain the confidence, and good will of the freedpeople, showing a disposition to have as few difficulties as possible, treating them in a manner best calculated to create a greater degree of harmony between the two classes, while there are, as yet, a few who are disposed to treat them unjustly.
