Consequently Mrs. Henderson has not yet had a school. During the month of June two schools have been taught on planations by colored persons - one by Burrill Davis and the other by Harriet Smith - The P. O. address of both of these persons is at Wharton Texas. Reports of these schools will be forwarded as soon as set.  I received my appointment as an agent of the Bureau from the Asst. Comm. at Galvaston on the third day of June, and at once forwarded to this place and reported to Col. D.W.C. Brown, S.A.  Com'r. June 6th.  I assisted Col. Brown in the discharge of his duties until June 22nd when he departed for Galveston. June 24th I assumed the duties of S. A. Com'r in accordance with Par. 3. of s.O. No. 66. c.S.  from Hd. Qrs. Bureau R.F.&A.L. State of Texas.  During the short time that I have occupied the position of S.A. Com'r. I have had a number of civil cases - have made one settlement for the year 1866 between a planter  and the freed people who labored on his plantation last year, and have settled many disputes and differences which were more or less trifling in their nature.  I endeavor to have employers and employees settle the differences existing between them without a trial otherwise I think such  settlements can be made without prejudice to the interests of the freed people.  Failing in such efforts however, I proceed to try the cases. [[?]] after the planters, the security of history the freed people in things comply with justice and kindness, and upon the freed people change the necessity of industry and officiality in carrying [[?]] in [[?]]. My office hours are 8:30 A.M. until 1:00 P.M. + from 2:30 P.M. until 6:00 P.M. I have been absent from my office only once a year and was then absent for the purpose of making a settlement. There are section enlisted more at this place and their presence is urgent to [[?]] S.A. Comm to enforce this authority + protect the freed people in their right. In my opinion the civil authority of this county will not protect the freedpeople and give them justice.
