From the fact that the squad is infantry who are stationed here, it is almost impossible to arrest offenders against the laws or against The Freedmen, for such offenders get information of the intended arrest and get out of the county.  The squad would be more efficient and better adapted to service here if they were cavalry.

In relation to the operations of the State Laws as applied to freed people I report that even the State Laws are not complied with.  There has been no agent of the Bureau in this County with I was appointed and when I was appointed contracts for the year were generally made I did not think it advisable to disturb them. 

There has been but few cases brought up under the apprentice law. the vagrant law and but four contracts entered in to under the Labour Law passed at last session of the Legislature. The Freed people are working both for wages and for portions of the crops and I think as a general thing the Freed people will be fairly dealt
