Report for the month of June 1867 in compliance with Cir. letter, dated Dec, 31, 1866

write him to go in with a strong hand, and fine for
brutal beating and whipping from 100 to $500 - arrest murderers and keep them in jail

July 8, 1867

no bail - run them out of the country if you cant catch them - dont quarrel or argue but treat every one courteously and maintain order in your sub Dist.
