Lieutenant.
In compliance with Circular letter dated Headquarters Bureau Refugees Freedmen, and Abandoned Lands Galveston Texas Dec 31st 1866. I have the honor to submit the following report:

I am pleased to state that no freedmen have been shot or murdered in this district during the past month. A few assaults have been made on freedmen living at a distance from this place, but in any case the aggressor has been arrested, tried and fined.

On the third of the month, Mr. John Burke, Dist. Atty. shot and killed Mr John C. Sloan. Burke at once delivered himself up to the Civil Authorities, and after a hearing was allowed to go at large on bail. On account of this difficulty Burke tendered
