There were four other complaints made but no evidence offered proving an assault: the cases were dismissed

I have entered on my docket thirty five civil cases all of which I heard and acted upon except two, - the defendants in which could not be found.  A portion of these cases were referred to the civil authorities, but no trial could be had before then, they assigning as a reason that a jury could not be obtained under the provisions of Circular Orders No 13, current series.  In the remaining cases, the parties represented to me that justice could not be obtained before the civil authorities, I therefore heard the cases and gave judgment accordingly.
