"he southern man is going to take impudence  from a "nigger." "If a nigger insults me I will shoot him dead every time." If an offence is committed upon a freedman everyone appears to be interested in putting such a construction upon the matter as will make it justifiable; consequently you can judge of the difficulty I labor under in the discharge of my duties. If anything serious occurs to parties will attempt to bribe the s.a.c.. & at the same time insinuate that if he acts in the case, he will strung up to a post oak, or shot like a dog while riding through the country attending to his legitimate business.

I would respectfully call attention to the following cases: 

Peter Milstead charged with assaulting & shooting Frank Moore f.m. with intent to kill. May 19th, 1867. Statement followed to Headquarters.

James Reagan Charged with assaulting & fatally shooting Fayette Clark. f.m. June 23rd 1867. statement forwarded to Headquarters,

On Sunday June 23rd 1867, a freedman made complaint to me that he had been severely beaten by some other freeman, & that a white man gave the freeman $10.00 to do it in good shape. I took the f.m. to my office & examined his wounds. I found an ugly gash upon the head which had bled profusely, & his body, from head to knees, was covered with ridges where he had been beaten with a grass rope - some of them as large as my two fingers. I referred the matter to the civil authorities, but no action was taken in the matter for want of an officer to serve the process. This offence accounted on Mj Hanna's Plantation, Rob. Co.

On Wednesday, Jun 26th 1867, a freedman made complaint to me that he had been run off from Mr. Anderson's plantation, & exhibited a fearful cut upon
