"State the kind of crops raised and the condition of the same; whether the freed people work for monthly wages or a portion of the crops and the customary amount of either."

Corn and Cotton. The corn crop is fine, the cotton crop most destroyed by the worm.  The freed people are working summarily for one third and one half of the crop.  When working for wages from seven to fifteen dollars per month. 

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

The State Laws, as applied to freed people and the apprentice and Vagrant Laws are a dead letter, because they are not enforced in the spirit; in which they were passed by the Legislature.

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied."
The difficulty I labor under is the turning over cases to the Civil Authorities, I have to give personal attention in each case and every quibble in law is taken advantage off to shirk the just application of the law.
