During the Month (eighteen days) I was on a tour of inspection through my District, my usual official business is to hear and adjudicate all  cases of a civil character in which a freedman is interested, attend all Criminal trials in which a freedman is implicated &c &c &c.  Office hours 8 to 4 o'clock.

"State the number of Troops at your Post and the necessity for the same; whether or not the freed people would be secure if they were removed; in other words will the civil authorities protect them and give them justice; &c &c.
No Troops at this Post.  requisition after requisition has been made for a squad of ten men to be stationed here, but so far has proven unsuccessful.  The Civil Authorities will give the freedman justice, as long as they have some one to watch, their interest.  An election could not be held in this District without Troops being stationed at several points in the District.
