"Report the disposition and feeling of the white people towards the freed people as expressed by words and actions."
The disposition of the whites in this section toward the freedpeople is bad, except in occasional cases; and were it not for the presence of the troops, the freedpeople would experience very considerable difficulty in getting paid for their labor.

EDUCATION.
"Report the feeling upon the subject of education; what steps have been taken to promote the same; what efforts the freed people are making in that direction and in what manner they may be assisted, etc., etc."
As a general rule, the whites make no objection to the freedpeople receiving education, but, except in a few instances, have taken no steps to promote that object. The freedpeople are very anxious to obtain knowledge but having been overreached on every hand before the arrival of the troops, are not in a condition to put schools in operation.
