"State the kind of crops raised and the condition of the same; whether the freed people work for monthly wages of a portion of the crop and the customary amount of either."

Corn and Cotton are the products of this District; corn is abundant but the cotton crop has been seriously injured by the worm. A majority of the freedpeople work for one third of the crop cultivated by them, a few are employed for wages and receive from $12 to $15 per month.

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

The state labor law has been so often violated by the employers, that I pay no regard to contracts made under its provisions, only when freedmen are plaintiffs. Many freedchildren have been taken from their parents and guardians, and apprenticed by the County Judges. Whenever a case of this kind comes under my observation I annul the Indenture, and restore the child to his parents or guardian.
