"State the kind of crops raised and the condition of the same; whether the freed people work for monthly wages or a position of the crop and the customary amount of either."

There has been only a pour corn-crop raised, the cotton-crop having been a total failure.
The freedpeople are working for a portion of the crop, the whites being too poor to pay monthly wages. 
The freedpeople receive one half of the crop, when they furnish the provisions, and one third, when they are furnished.
Monthly wages are $. 10.00 for a male, $. 7 to 8. for a female

"Include in your report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

There are no cases known to me when the Vagrant law has been put into operation. The apprentice law only in a few cases.
I can not report in regard to other laws, there having been no district courts held in my district.

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied." 

The lawless state of Shelby County makes the performance of my duties there almost impossible. There are no executive officers at all in that county. 
My force is sufficient to enable me with the assistance of the civil officers, to perform my duties in San Augustine and Sabine Counties.
