"State the kind of crops raised and the condition of the same; whether the freed people work for monthly wages or a portion of the crop and the customary amount of either."

Corn and Cotton are the products of this, district corn is abundant but the cotton crop has been seriously injured by the worms.  A majority of the freedpeople work for one third of the crop cultivated by them a few are employed for wages and receive from $12 to $15 per month.

"Include in your Report the operations of the State laws as applied to freed people, with special reference to the Apprentice Law, Vagrant Law, and Law regulating labor."

The State labor law has been so often violated by the employer that I pay no regard to contracts made under its provisions only when freedmen are plaintiff.  Many freed children have been taken from their parents and guardians and apprenticed by the County Judges.  When ever a case of this kind comes under my observation I annul the Indenture and restore the child to his parents or guardians.

"Report the difficulties you labor under in the performance of your duties and how the same may be remedied."

I feel very much the want of a few mounted men to assist in arresting the desperate character in this Sub-District who refuse to acknowledge this office or obey its orders.  With a detail of eight mounted men and a non Commissioned officer I could soon arrest or quiet all the bad characters in the counties over which I have jurisdiction
