Report such Bureau Agents and Civil Officers as have neglected their duties, or been guilty of abuse of freed people; with statement of circumstances, &c., &c.

I am not aware of any Bureau Agents, that have neglected their duties or abused freedmen, but as for Civil Officers, they have totally neglected their duties, a statement of which I will forward you in a few days and recommend their removal.
